The 23rd IAHR APD Congress with its theme “Water – From Land to Sea – Conservation and Management” cannot be timelier in these times of urgent need for adequate coordinated policy and management to mitigate climate change impacts through weather related issues. These policies and management strategies need to be well informed by innovative research and engineering knowledge.
The 23rd IAHR APD Congress is expected to bring together Engineers, Scientist, Academics and Policymakers, round the world and particularly from the Asia Pacific Region for in depth discussion and contribution to the global knowledge base in Hydro Environmental Engineering and Management area. In addition, the special session on Historic Water Projects and Traditional Water Technologies in the Asia Pacific Region is expected to inform past practices and its future uses.
India with its ancient traditions, historic sights of interest, unique cuisine known around the world together with its traditional Indian hospitality is certain to further enhance the Congress experience.

Welcome Message from Chair of the Organizing Committee
On behalf of the 23rd IAHR APD Congress Local Organising Committee (LOC) and the International Association for Hydro-Environment Engineering and Research (IAHR), we are delighted to invite you to join the 23rd IAHR APD Congress during December 2022 in Chennai, India. The Congress is organized by the Departments of Ocean Engineering and Civil Engineering, Indian Institute of Technology Madras (IIT Madras), Chennai. IIT Madras, founded in 1959, is a premier Institute in South Asian region, actively engaged in teaching, research and research projects related to Water Resources, Coastal and Ocean Engineering. It is situated in the south Indian city Chennai. The Institute is a self-contained, beautiful, green residential campus of about 250 hectares with all the modern amenities and support services. The hosts, Department of Ocean Engineering which is a Centre of excellence in the field of Coastal, Ocean, port Engineering, Inland navigation, sedimentation problems and Department of Civil Engineering being involved in a variety of problems related to Fluid Mechanics, Hydraulics, water resources and Management are perfect match to organize this Congress.The objective of the current IAHR APD congress series is to bring together scientists, engineers and researchers in the region to share their ideas and experiences in the area of hydraulic research including Maritime Hydraulics. The main theme of the 23rdh congress is Water-From Land to Sea- Conservation and Management. The Asia-Pacific rim has been experiencing floods as well as water problems forcing Researchers to work towards conservation, mitigation and also to cope up with the climate change effects on the water Resources. The 2015 flood in Chennai and the recent mammoth floods in China are examples. The sedimentation hampering smooth transport through navigable rivers, closure of river mouths, coastal erosion are problems that are perennial needing attention. The climate change adds a new dimension to the problems aforementioned. The 23rd IAHR APD Congress will provide an excellent forum for exchange of ideas and experience among scientists, engineers and researchers with a common interest in water environment and hydraulic problems.
The main topics include Surface and Ground water resources, Conveyance and distribution systems, Environmental management, Maritime hydraulics, Socio economic and institutional aspects and Climate change. Special sessions are also been planned in Water security and Climate adaptation in collaboration with worldwide experts in the different fields. We expect about 300 delegates to attend this congress. I look forward to receiving your valuable support for successful conductance of the congress. As this is an important event, I take this opportunity to invite one and all to participate in this congress.
In connection with the congress, it is proposed to bring out a booklet containing all the abstracts, in which the profile of the sponsors will be published during the congress. An exhibition is also being planned for commercial/ research organizations to exhibit their products/ findings.
